Forget the counties

Monitor Online : "THE structures of the counties and sub-counties whose return Buganda has been clamouring for will remain a pipedream, at least for now.
This follows recent legal advice to the government by the Attorney General, Dr. Khiddu Makubuya.

The new communication is contained in an eight-page letter dated December 20, 2007, titled 'Proposed Return of Magombolola and Masaza to the Kabaka of Buganda' signed by Dr Makubuya and addressed to Local Government Minister Kahinda Otafiire."
